Description: 
Dress hat with white cotton (?) crown with flat, circular top, dark blue wool band, and black patent leather visor; embroidered front insignia consisting of a shield over crossed anchors with an eagle with outstretched wings above; chin strap secured at either side by a gilded metal button embossed with an eagle perched on an anchor.
