The subject, who became involved in the reform movement to improve working conditions in factories in the early years of the twentieth century, was made a member of the New York State Industrial Commission in 1919. Subsequently, she came to the attention of Franklin D. Roosevelt who, when he became governor in 1929, appointed her industrial commissioner of the state. When he was elected president in 1932, he appointed her secretary of labor, a post she held until 1945.
