Somervell, a native of Little Rock, Arkansas, graduated from the U.S. Military Academy at West Point and served in Europe during World War I as an engineer and supply chief. In 1925 he worked on a League of Nations' project surveying the Rhine and Danube rivers, and from 1936 to 1940 served as administrator of the WPA for New York. He returned to military duty in 1940 and was promoted to the rank of four-star general in 1945.
