The subject was the elder son of Nathan Starr and Polly (Pomeroy) Starr of Middletown, Connecticut. From around 1813 to 1845 he was engaged with his father in the manufacture of arms in Middletown, mainly for the federal government. The donor's husband, Robert Wells Starr, was his grandson.
