Silas B. Dutcher was born in Springfield, New York, the son of Parcefor C. and Johanna Low (Frink) Dutcher. He served as supervisor of the city and county of New York, a supervisor of the Internal Revenue Service, a pension agent, an appraiser for the Port of New York, and superintendent of public works in New York. He was appointed to the commission charged to draw up the charter of Greater New York in 1896-97. His portrait came to the Society as a gift from the estate of his son.
