A well-known portrait and historical painter, Powell was born in New York but grew up in Cincinnati where he studied painting with James Henry Beard. At the age of seventeen he came to New York to study with Henry Inman. His murals depicting De Soto's discovery of the Mississippi River and Commodore Perry's victory at the Battle of Lake Erie in 1812 adorn public buildings in Washington, D.C.
