The subject, the son of Colonel Augustus William McDowell and Anna (Osborne) McDowell, was born in Somerset County, New Jersey. Early financial success allowed him to devote much of his time to favorite projects. One of his many public services was the promotion of free libraries and state-supported trade schools in New Jersey.
