Dark blue wool officer's single-breasted coat; 1 3/4" closed stand-up collar (one hook and eye), with "U.S.V." in etruscan embroidery finish at the corners of the collar flanked by Inspector General's insignia, with crossed sword and fasces encircled with crossed branches; shoulder straps with gold leaves at both ends against black ground; 8 sets of hooks and eyes down the front, hidden when fastened; closed sleeves, no cuffs; 2 panels on the back; shallow split at the side seams, split buttons closed from the inside; coat lined with dark green silk, sleeves lined with white silk, horizontal slit pocket at right breast, vertical slit pocket at left breast.
