Dark blue or black wool double-breasted lieutenant's Navy uniform coat; double collar and lapels; 3 buttons down each side of the front, all buttons cast with eagle clutching an arrow over 3 cannon balls, horizontal slit left breast pocket, a horizontal pocket at each hip; closed sleeves (no cuffs), 2 bands of gilt lacing around each wrist, with 5-pointed star above; back in 2 panels; coat lined with black twill-weave silk, sleeves lined with white silk, horizontal slit breast pockets on each side on the inside.
