The subject was a native of Seville, Spain, and throughout his life served his king and country in the army, in colonial administration, and on special missions. In 1766 he was appointed the first Spanish governor of Louisiana. Although the province had been ceded to Spain by France, Ulloa was forced to permit the last French governor, Aubry, to continue his administration. A Creole uprising in 1768 expelled Ulloa from the province.
