Webb, a soldier and minister, was born in England and as a young man became an officer in the quartermaster corps of the British army. Later, under the powerful influence of the sermons of John Wesley, he became a militant Methodist. Wesley once described him as "all life and fire," and John Adams recorded that through his sermons he "reaches the imagination and touches the passions very well." He is represented in this portrait in the characteristic image of a zealous evangelist preacher.
