Paul O'Dwyer (1907-1998), a brother of onetime New York Mayor William O'Dwyer, held elected posts for only six years -- from 1963 to 1965 as a city councilman and 1973 to 1977 as City Council president. He lost four other campaigns, two for the U.S. Senate, one for the House and one, a primary, for mayor.
