John Jay (1745–1829) of New York City was a member of the Committee of Thirteen that drafted the state constitution. He wrote five of The Federalist essays and an influential pamphlet entitled "An Address to the People of the State of New-York." Jay was a Federalist leader in the New York Ratifying Convention.
