Oothoudt, an Albany County surveyor and farmer, was a state senator, 1781–84, and a delegate to the New York State Ratifying Convention, where he served as chair of the Committee of the Whole. He voted against the Constitution. Here he is discussing the elections in Albany for delegates to the Convention. He writes that the Federalists, "are engaged from Morning untill Evening they Travel both night and Day to proselyte the unbelieving Antifederals—They have printed in hand Bills three lists with observations by thousands."
